2004 Annual Meeting Minutes

The Annual Meeting of the West Park Community Association was called to order at 7:05 p.m. on 20 October, 2004 by President Kim Bloomquist.

There were 15 members in attendance.

Minutes from the October 2003 Annual Meeting were read by Secretary Jeff Peters. A motion to accept was made, seconded, and passed.

TREASURER'S REPORT

Treasurer's report was presented by Treasurer John Yglesias.

  • Tree removal cost more than expected (due to storm damage). One tree came down across path in common area. Another tree in the common area was threatening a homeowner's shed.
  • The Association still has a reserve of $12,000.
  • Treasurer does not suggest raising dues at this time.

OLD BUSINESS

  • Covenants and By-Laws are now in digital format.
  • Secretary Jeff Peters has looked into getting website through HOAPortal.com. They require sponsorship by local realtors and businesses. It was suggested that Debbie Dogrul might be interested in being such a sponsor. YahooGroups is another option for disseminating information, although very few people have signed themselves up for it so far. Secretary-elect Thomas Chennikaia will look into the possibility of hosting a simple site on his company's server.
  • An idea to allow homeowners to take down problematic common-area trees themselves, rewarding them for their work with firewood, was suggested. This sounded good, but would not work due to the homeowners not being licensed and bonded, which could negate insurance coverage for the WPCA.
  • The Fairfax County Arborist was called by President Kim Bloomquist, but he doesn't do free inspections, so he was not called in to assess the trees in our common area.
  • During the past year, a homeowner inquired about the possibility of the Association trimming trees in the common area to improve satellite reception. President Kim Bloomquist invited the homeowner to make a presentation either at the General Membership meeting or in a special meeting, but the homeowner was not in attendance.

NEW BUSINESS

  • Robinson High School will be putting up a monopole (cell phone tower) 125 feet in height on the football field in the fall.
  • It was pointed out that there are a great many cars parked regularly on Stallworth Ct. These are not Robinson students' cars but cars belonging to homeowners on that street. Residents were reminded to drive slowly to avoid hitting any children that may emerge from between parked cars, and to park close to the curb to avoid creating bottlenecks on the street, especially on the curve.
  • President Kim Bloomquist reported that the dollar amounts for emergency spending by the board have never been raised since the WPCA was founded in 1980, a time period over which inflation has more than doubled. He advised that the Board would have trouble complying with the restriction of $200 for a single non-budgeted expenditure and $500 total for the year, given the rates of tree removal, which is usually what comes up as emergency spending. There was debate as to whether it was fiscally responsible to allow unbudgeted spending of such a large percentage of the annual operating budget, but in the end a member moved to double the rates to $400 (single expenditure) and $1000 (total). Jeff Peters seconded, and the motion passed with a majority of voting members present, as required by the By-Laws Article VII, Section 1(e).
  • A question was raised as to who uses the common area and for what purposes. It is generally thought that the common area is underutilized, and it was suggested that the WPCA organize a cleanup/beautification day for the common area, to be followed by a block party, to draw attention to it and introduce neighbors to each other. Members volunteered to organize such an event, and it was suggested that they aim for April or May of 2005.
  • Election of officers for 2005: The following slate was accepted and elected: President: Jeff Peters, Vice President: Bill Mancini, Secretary: Thomas Chennikaia, Treasurer: John Yglesias. Member-at-Large: Irene Pierce, and Architectural Committee Chairman: Ken Burns

There was a motion to adjourn, which was seconded and passed. The meeting was adjourned at 8:08 p.m.
