2005 Annual Meeting Minutes
The Annual Meeting of the West Park Community Association was called to order at 7:40 p.m. on 27 October 2005 by the President Jeff Peters.
There were 14 members in attendance.
Minutes from the October 2004 Annual Meeting were read by Secretary Thomas Chennikara. A motion to accept was proposed, seconded, and passed.
OLD BUSINESS
- A website for the community was discussed again this year. President Jeff Peters suggested that a Google Group or a Yahoo! Group would be ideal for our needs. Thomas Chennikara volunteered to setup a Google Group for the community. Email addresses of all the members present were collected to be included in the proposed Group.
NEW BUSINESS
- A member brought up the speeding issue on Headly Court curve. Options such as a speed hump, warning sign, and lowering the speed limit were discussed. No conclusive decision was made on these. It was agreed to seek recommendation from Sharon Bulova's office.
- Redoing all curbside house numbering was discussed. It was decided to solicit proposals from local scout troops. Ideally, WPCA would pay the costs of materials and the troop would perform the labor as a service project. The expense of materials would be an expense within board discretionary spending.
- Managing pets around the yards was discussed. Repeated incidents of yards being spoiled by dog urine was reported. "Curb Your Dog" message to be communicated to all residents and other pet walkers.
- Common Area maintenance contract with Blue Sky has expired on June, 2005 and they did not seem to be eager to renew it at the current terms. It was decided to call them up again and re-negotiate.
- Treasurer John Yglesias brought up the topic of membership dues collection and current late fee of $3, which is not punitive enough. Several suggestions came up, such as: Posting the dues status on website, which some felt could amount to harassment; to include an admin fee to increase the effective penalty; include in reminder notices the by-laws section which mentions a lien on the property in case of defaults; change the by-laws itself to increase the late fee structure, etc. Finally a motion was put forward by a member to amend the by-laws to change the late fee to $5/month, and to do away with the current 8% interest charge on late payments. A member seconded the motion. The motion was passed with a simple majority of the quorum present. President Jeff Peters mentioned that this would be officially communicated after ensuring proper compliance.
- Robinson students trespassing yards was raised as an issue. Also, students loitering around the woods and smoking was seen a potential fire hazard. This is to be discussed with the School Principal and the Fairfax County Police personnel available on campus.
- Election of officers for 2006: A motion was put forth to re-elect the current board. This was seconded and was passed unanimously with a lot of praise showered on the selfless services rendered by the board members.
TREASURER'S REPORT
Treasurer's report was presented by Treasurer John Yglesias.
- A decision to update liability coverage was detailed. The new policy will have coverage of $2 million, with a ceiling of $1million per incident and a deductible of $1000. There will be $50 increase in the premium.
- Once the current terms are over, it was decided to look for higher earning CD's or other instruments to park our deposit funds.
- The subject of raising dues was discussed. It was decided that this needs to be discussed only after we have a decision on the need for the future upkeep of the playground equipment and walkways. Jeff Peters mentioned that an assessment of the same shall be made and also survey be done within the community to see the need for future upkeep.
- Community contract terms with AAA Trash may be ending soon. It was decided to renegotiate with them and at the same time also try to get bids from other providers.
There was a motion to adjourn, which was seconded and passed. The meeting was adjourned at 9:30 p.m.
