2013 Annual Meeting Minutes
The Annual Meeting of the West Park Community Association was called to order at 7:31 p.m. on 30 October 2013.
Attendees: Jim Emery, Mike Yang, Ken Burns, Karl Kraus, Lauren Crum, and 9 others.
TREASURER'S REPORT
The treasurer's report and proposed 2014 budget were presented by Lauren Crum (attached).
The following are the highlights of the treasurer's report:
- All 2013 assessments were collected except for one homeowner
- We have retained a lawyer to collect the remaining assessments and will place a lien on the delinquent homeowner's property, if necessary
- We are very fortunate that we have had no tree expenses this year so far
- The assessment will remain at $60 in 2014
- The 2014 budget is very similar to the 2013 budget
- Budgeted interest income for 2014 has been reduced to $1 to reflect recent low interest rates
- The Website and Email Hosting budget is increased to $150 for 2013 and $160 for 2014
A question was asked about how well we are conforming to the requirements of our Reserve Study. The Reserve Study is updated every five years. The Board reviewed the requirements of the Reserve Study in August 2013 and were satisfied that we are adequately funded given both the savings from the lack of tree work this year and from the eagle scout project in 2012 to refurbish the common area playground.
A motion was made to accept the treasurer's report, the change to the 2013 budget, and the proposed 2014 budget. The motion was seconded and passed unanimously.
READING OF THE MINUTES
The minutes of the WPCA annual meeting of 25 October 2012 were read by president Jim Emery. A motion was made to accept the minutes into the record, seconded, and passed unanimously.
ELECTION OF OFFICERS
The current slate of officers offered to serve in 2014 including:
- President: Jim Emery
- Vice President: Mike Yang
- Secretary: Jose Frias
- Treasurer: Lauren Crum
- Member At-Large: Jeff Peters
A motion was made to accept this slate of officers, seconded, and passed unanimously. Ken Burns and Karl Kraus were appointed to serve another year on the Architectural Control Committee.
OLD BUSINESS
Formal Complaint Policy. Jim Emery reminded the members of the formal complaint policy and process that was established in 2012. A summary of the process was covered in the reading of the annual meeting minutes from 2012, so was not repeated.
NEW BUSINESS
Traffic. A member raised a concern about the number of cars that turn around in the intersection of Stallworth Court and Headly Court and the speeding on our neighborhood streets. She wondered what measures could be taken to reduce the risk to residents, particularly from the speeding cars. Most of the cars were acknowledged to be our own residents, but there is some traffic arising from parents dropping off and picking up Robinson students at the end of Stallworth Court. Another member mentioned that Supervisor John Cook's office has some resources to apply to traffic calming efforts. However, the volume of traffic on Stallworth Court and Headly Court was determined to be insufficient for implementing any traffic calming measures when this was pursued a few years ago by then president Jeff Peters.
Stallworth Court Parking. Ken Burns discussed the recent ticketing of parking violators on Stallworth Court and how an abandoned vehicle was ultimately removed near his home.
Neighborhood Watch. A member appealed for more volunteers for the Neighborhood Watch program.
Non-Emergency Phone Number. A member said that there is a special non-emergency number different from the Fairfax County Police non-emergency number that provides a response nearly equivalent to calling 911 in situations that are not as critical.
A motion was made to adjourn the meeting, voted, and passed. The meeting adjourned at 8:00 p.m.
