Board of Director's Meeting Minutes
A special meeting of the West Park Community Association Board of Directors was held on August 26, 2013 at the house of president Jim Emery that was attended by treasurer Lauren Crum, secretary Jose Frias, member-at-large Jeff Peters, and president Jim Emery.
The president called the meeting to order at 7:35 p.m. and read the Board minutes dated September 20, 2012, which were approved as read.
Treasurer Lauren Crum presented a financial statement and the proposed 2014 budget for the West Park Community Association and proposed to keep the assessment next year at $60, considering among other things: savings in the costs associated with distribution of notices to the homeowners, no tree work this year, and insurance costs that will remain unchanged for next year. The report reflected a delay in the payment of assessments by two homeowners. Proper notifications were made to these homeowners including certified letters, but there has been no response yet. The due date for their responses is the end of August 2013. The Board supported moving forward to place liens on any homeowner's properties with delinquent assessments as of September 1, 2013. The proposed 2014 budget was approved for presentation to the membership of the Association.
President Jim Emery consulted with the Board concerning our association's participation in the Braddock District Council, an organization promoted by Fairfax County Supervisor John Cook that is composed of homeowner and condominium associations in his district. Our cost would be $25 per year to participate. The Board agreed that the association would not participate in the Braddock District Council.
We discussed the matter of cleaning up our governing documents to respond to recent changes in Virginia law and to eliminate archaic language pertaining to the builder. There are only minor issues, so there is no urgent need to do anything at present. A suggestion was made to establish a collection policy since we have had difficulty with late payment of assessments this year. The collection policy will be developed for next year. We also need to complete a policy for retention of records, e-mails and files.
We reviewed and approved a draft agenda for the annual meeting in October 2013. Jim Emery will incorporate the agenda into a meeting announcement notice, and mail or hand-deliver the notice to all members of the Association, as required by law. The budget will be presented at the annual meeting at the Oak View Elementary School.
