Board of Directors Meeting Minutes

The WPCA Board of Directors held a special meeting on September 24, 2019 at President Jim Emery's home, beginning at 7:33 p.m.

Attendees: Jim Emery, Michael Yang, Jeff Peters, Dan Clark, and Cindy Sanzotta.

Reading of the Minutes of the Last Meeting

Secretary Cindy Sanzotta read the minutes of the 17 September 2018 WPCA Board of Directors meeting. The minutes were approved as read.

Treasurer's Report

Treasurer Dan Clark provided a statement of the Association's finances and the proposed budget for 2020.

All assessments were collected in 2019. The Board discussed PayPal again along with other assessment payment options. Dan reminded all that it is illegal to place anything in a US mailbox without proper postage affixed. Homeowners may deposit their assessment payments in a box on Dan's front porch if he is not home.

Dan asked to grant Laruen Crum temporary access to the association's email system to assist with invoicing for the upcoming year. All agreed it was fine.

In the budget, administrative fees were $30.00 to cover new checks. The tree work was over budget this year due to three trees having to be removed and additional cutting. Discussion ensued over how we decide when trees have to be removed: dead, property owner complaint, or arborist recommendation. There are more trees in need of removal, most likely this next year. The Common Area maintenance contract fee has also increased.

The Board confirmed that the budget prepared for the annual meeting should reflect an increase in assessments to $84.00 annually for 2020. An increase in the 2019 Common Area Maintenance-Trees/Other budget of $350.00 and the 2019 Common Area Maintenance-Contract budget of $60.00 will also be requested at the annual meeting to cover actual costs incurred.

New Business

Annual Meeting. Our annual meeting will take place at the Oak View Elementary School Cafeteria on Tuesday, October 29, 2019 at 7:30 p.m. Notices will be hand-delivered or mailed to all members of the Association, as required by law.

The agenda for the meeting will be: the Treasurer's report and the election of officers. The current officers offered to stand for election again. However, they were in agreement that if there is new interest from our community in serving on the Board, they are willing to step down at the annual meeting in October 2019.

Block Party. Vice President Michael Yang confirmed a plan to hold a block party for our neighborhood, to take place in the Headly cul-de-sac on Sunday, October 27, from 4-6 p.m.

Email. President Jim Emery handed out instructions on how to update access to our WPCA email accounts.

Architectural Control Committee. Discussion ensued about the Architectural Control Committee and some issues arising from members not consulting with the committee as required by our Declaration of Covenants, Conditions and Restrictions. There is a question as to whether we need to update the our Declaration of Covenants, Conditions and Restrictions. This topic could arise at the annual meeting.
