2014 Annual Meeting Minutes

The Annual Meeting of the West Park Community Association was called to order at 7:00 p.m. on 22 October 2014.

Attendees: Jim Emery, Ken Burns, Jose Frias, Jeff Peters, Mike Cleary, and 11 others.

READING OF THE MINUTES

The minutes of the WPCA annual meeting of 30 October 2013 were read by secretary Jose Frias and approved as read unanimously.

TREASURER'S REPORT

The treasurer's report and proposed 2015 budget were presented by president Jim Emery filling in for treasurer Lauren Crum (attached).

It has been a very good year. There have not been any tree expenses so far. The Board of Directors voted in favor of keeping the same annual assessment at $60 in 2015 due to a healthy reserve and margin. The cost of insurance remained the same as well as the common area maintenance cost.

A motion was made to accept the treasurer's report including the 2015 budget. The motion was seconded and passed unanimously.

ELECTION OF OFFICERS

The current slate of officers offered to serve in 2015 including:

  • President: Jim Emery
  • Vice President: Mike Yang
  • Secretary: Jose Frias
  • Treasurer: Lauren Crum
  • Member At-Large: Jeff Peters

A motion was made to accept this slate of officers, seconded, and passed unanimously.

The president expressed thanks to Karl Kraus who served on the Architectural Control Committee the past three years. Ken Burns, Mike Cleary, and Pandu Balaram were appointed to serve a one year term on the Architectural Control Committee for the next year.

OLD BUSINESS

Formal Complaint Policy. President Jim Emery reminded the members of the formal complaint policy and process that was established in 2012. He presented a summary of the process that is detailed in the Complaint Policy on the Association's website.

NEW BUSINESS

Tree Concern. A question arose concerning a pine tree in the common area that could potentially be a problem. The owners of the adjacent property have not raised an issue with it, but the tree will be checked.

Broken Swing. A broken swing was reported at the playground. The president will repair it.

Snowplows. A member asked neighbors to make room for the snowplows this winter by removing cars from the street. She offered to allow cars to park in her driveway during snow emergencies, if that will help.

Snow Removal From Sidewalks. Homeowners are requested to be sure to remove snow from their sidewalks to make it safe for kids walking to school.

Dog Issues. Several members complained about pedestrians walking dogs but failing to clean up their drops from their neighbor's yards. At the members request, here included is a copy of the Fairfax County ordinance, to be used as a fair warning against violators:

Section 41.1-2-6. Animals causing unsanitary conditions.
It shall be unlawful for the owner of any animal or animals to keep such animal or animals in such a manner as to cause unsanitary conditions. The owner or custodian of any dog shall be responsible for the removal of excreta deposited by such dog on the property of another, including public places. (26-04-41.1.)

Eagle Scout Projects. A member asked if anyone had any ideas for potential Eagle Scout projects. No ideas were heard.

Playground Hours. A member mentioned having seen late night visitors at the common area playground and suggested putting up a notice of common area hours restrictions.

Parking On Headly Court. A member mentioned a safety concern with so many cars parking at the turn on Headly Court near Stallworth Court and suggested making a survey to consider parking restrictions. It was noted that there were objections to this in the past. The idea was tabled for now.


A motion was made to adjourn the meeting, voted, and passed. The meeting adjourned at 7:38 p.m.
