2016 Annual Meeting Minutes
The Annual Meeting of the West Park Community Association was called to order at 7:00 p.m. on 26 October 2016 by president Jim Emery.
Attendees: Jim Emery, Lauren Crum, Ken Burns, Jose Frias, Jeff Peters, Mike Yang, Mike Cleary, Pandu Balaram, and 12 others.
READING OF THE MINUTES
The minutes of the WPCA annual meeting of 29 October 2015 were read by secretary Jose Frias and unanimously approved as read.
TREASURER'S REPORT
Treasurer Lauren Crum reported the status of WPCA financials for 2016 and presented the proposed 2017 budget (attached).
Some tree work was necessary this year. There were no legal fee expenses this year.
The Reserve Study was re-accomplished this year as mandated by the Commonwealth.
The proposed budget for 2017 includes a $5.00 increase in our annual assessment to $65.00. At their 22 September 2016 meeting, the Board of Directors approved this increase. With this increment in the assessments, there should be sufficient funds to address the normal annual expenses of the Association and cover capital maintenance as depicted in the new Reserve Study.
The proposed budget shows a substantial deficit for 2017, but this is primarily driven by the capital maintenance needs for the common area playground and asphalt path next year. The funds have already been saved up for this work based on the previous edition of the Reserve Study. The Association does not maintain a separate budget line item for capital maintenance expenses, but funds are drawn from the budget excess that accumulates from year to year.
A motion was made to accept the treasurer's report including the 2017 budget. The motion was seconded and passed unanimously.
ELECTION OF OFFICERS
The current slate of officers offered to serve in 2017 including:
- President: Jim Emery
- Vice President: Mike Yang
- Secretary: Jose Frias
- Treasurer: Lauren Crum
- Member At-Large: Jeff Peters
A motion was made to accept this slate of officers, seconded, and passed unanimously.
Ken Burns, Mike Cleary, and Pandu Balaram were appointed to serve a one-year term on the Architectural Control Committee for the next year.
Jim Emery will continue serving as the Webmaster for the Association's website.
OLD BUSINESS
Formal Complaint Policy. President Jim Emery reminded the members of the formal complaint policy and process that was established in 2012. He presented a summary of the process that is detailed in the Complaint Policy on the Association's website.
NEW BUSINESS
Headly Court Pipestem Issue. Due to water erosion, a hazardous hole developed adjacent to the Headly Court pipestem's driveway apron. The driveway apron is also cracked and is sinking. President Jim Emery contacted the Virginia Department of Transportation to fill the hole and perform any other repairs warranted. The work should be completed soon.
Dog Litter. Several complaints were voiced concerning dog walkers not cleaning up after their pets. President Jim Emery reminded those assembled of the Fairfax County ordinance (Section 41.1-2-6) that pertains to this issue. Homeowners may contact Fairfax County Animal Control to address problems with offenders.
Social Media. Pandu Balaram recommended a website (nextdoor.com) to foster communication between neighbors. The Association already has a place on our website to post neighborhood news, but does not support a message-board format for exchange between neighbors. No action will be taken to modify the Association's website for a message-board capability. A Facebook closed group "Kings Park West" also exists for this purpose. The current Kings Park West neighborhood on nextdoor.com and the Kings Park West closed group on Facebook encompass all of Kings Park West. Pandu suggested creating a smaller neighborhood group on nextdoor.com for just our Section 25 homeowners. Pandu observed that there was also confusion concerning the relationship between the Kings Park West Civic Association and our Association. Our Association is mandatory for all homeowners in Section 25 of Kings Park West. However, all Kings Park residents, including Section 25 of Kings Park West (us), may voluntarily participate in the Kings Park West Civic Association. President Jim Emery took an action to work with the Kings Park West Civic Association president to add a link to our Association on the Kings Park West Civic Association's website to help clarify our relationship.
Solar Panels. It was observed that our Architectural Control Committee may, at their sole discretion, grant or deny permission to install solar panels. There is presently no specific prohibition to solar panels in our covenants.
Nuisance. Concern was expressed about the paint job that is not complete on one of the homes in our development. This was noted. The homeowner will be contacted to correct this problem.
Potential Eagle Scout Project. Given the plan to repaint the play equipment in our common area next year, One member suggested that this might be another good opportunity to involve the Boy Scouts as we did in 2012. This would result in substantially reduced costs. President Jim Emery will pursue this with the member to see what can be arranged.
At 7:58 p.m., a motion to adjourn was made, seconded, and passed unanimously.
